JAB Recruitment are working with a Client to source an HSE Lead for an assignment based in La Spezia, Italy

Our Client is upgrading the compressor on a Platform as part of a critical offshore infrastructure enhancement. This role is based in La Spezia, Italy, overseeing third-party vendor sites involved in equipment fabrication, assembly, and testing. As the HSE Lead, you will be responsible for ensuring health, safety, and environmental (HSE) compliance at vendor yards, through to Hook-Up & Commissioning (HUC) and Simultaneous Operations (SIMOPS) offshore in later project stages.
For this role you will be based in La Spezia with occasional travel to the vendor sites which are all situated close to La Spezia. Laterly some offshore travel may be required / will be desirable but not essential.
Duties & Responsibilities:
- Develop and implement HSE management plans aligned with Client and international safety standards.
- Oversee third-party vendor sites and yards in La Spezia, ensuring compliance with local and international HSE regulations.
- Conduct regular HSE audits, inspections, and risk assessments at fabrication, testing, and integration sites.
- Ensure contractors and vendors adhere to strict safety protocols, including LOTO (Lockout/Tagout), lifting operations, and hazardous material handling.
- Develop and oversee permit-to-work (PTW) systems, ensuring alignment with HUC and SIMOPS offshore.
- Lead incident investigations, root cause analysis, and corrective action implementation.
- Provide HSE leadership during equipment mobilization, offshore installation, and commissioning.
- Collaborate with engineering, construction, and operational teams to embed safety in all project phases.
- Deliver HSE training and awareness programs to vendors, contractors, and offshore teams.
- Ensure environmental compliance, including waste management, emissions control, and spill prevention.
- Prepare and present HSE performance reports to senior management and project stakeholders.
Experience & Qualifications:
- Bachelor’s degree in Occupational Health & Safety, Engineering, or related field.
- Extensive HSE experience in oil & gas, with strong expertise in vendor oversight, construction yards, and offshore projects.
- In-depth knowledge of HSE regulations, SIMOPS, PTW systems, and offshore safety protocols.
- Certifications such as NEBOSH, IOSH, or equivalent are preferred.
- Strong experience in incident investigation, risk management, and safety leadership.
- Excellent communication skills and ability to work in a multicultural, multi-vendor environment.
- Fluency in English; Italian is a plus.
